When Karn was ruled by the clan, Divination magic was forbidden. Once Karn was overthrown, an archmage for the school of divination was needed. Wanting a Dwarf to fill the spot as Karn is mostly a dwarven city, the seat was not claimed until recently. Four and a half years after Karn was overthrown a Dwarf who studied divination was found and convinced to come back to the city.
