While every member of Force Grey would also be considered a Gray Hand, not every Gray Hand member is party of the elite group Force grey. Every member of the Gray Hands would still be considered multitides stronger than your average guard. Their ranks would contain adventurers, ex-adventurers, and pretty much anyone with the power and will to protect Waterdeep.
