The Council of Theder is a partially elected government which oversees the running of Theder. The country of Theder is divided into three provinces (Middenfall, Twindrake, and Westide) which each have their own council.
The council sits in Earion.
Structure
Each council is made up of Junior Ministers, Ministers, and a First Minister all of whom are elected by the general populace. The number of ministers varies per council.
Above the First Minister is the Overseer, who is an unelected member of a noble family with ties to The Crown of Theder. Although their power is absolute, it's rare for an Overseer to vote against the decision of a First Minister.
The Overseer of the central Council of Theder is always the ruling monarch.
Lawmaking
Local laws are proposed and voted on by ministers in each of the province councils. These are reported back to the Council of Theder for ratification before they become law.
