The Bubble Plane is a demi-plane held in place by the coven of witches that live within it. It is functionally built into the Astral Sea and can be steered between places in the Material Planes. Access to this plane is through a biochemical key - usually built into rather moreish pies. The dimension holds a small village but with additional magic power and additions to the coven, it could grow to allow more people access. It currently acts as a safe haven for the Lost Souls - people who fall between planes and dimensions. It appears relatively fluid in terms of geography.
The Coven
The Coven is the trio of powerful witches that runs the Bubble Plane and maintains the demi-plane itself as well as acting as the social, spiritual and practical leaders of the of the group. Each witch takes control of a certain role in society - Granny Bearington acts as the social leader of the group, dealing with disputes and healing. Granny Wraonal acts as the practical leader - in charge of remedying infrastructure and ensuring the day to day running of the village. Granny Reasak is the spiritual leader of the group, dealing with tending to the wide variety of faiths in in the village as well as preparing her successor - Ranalak - in case of the inevitable.
History
The plane has existed for 150 years, originally created by the three witches mother, the hobgoblin Kelna. Kelna was a skilled seer and was aware that her children would need to train to not only build a safe haven for the people who fell between planes and dimensions but to also fight against the apocalypse itself.
Kelna died some years ago and the three sisters took on board the necessary duties, splitting these between them. Instead of children, the sisters instead adopt children who fall through the cracks in reality or go into neighbouring towns to find children in need of care. These children have mostly moved on over the years.
