Sandini Commands the Flying Guard Squad that Pakku is assigned. He is originally from House Whithall.
We have learned that he is likely ass deep in the slave trade. His teams arrest folks and they never come back. They are likely using house Cliffster to move the slaves. The Sandvoyages guild which is housed in the house Cliffster is moving the slaves.
