Ability Scores via Point Buy
The method described here allows you to build a character with a set of ability scores you choose individually. You have 40 points to spend on your ability scores. The cost of each score is shown on the Ability Score Point Cost table. For example, a score of 14 costs 7 points. Using this method, 18 is the highest ability score you can end up with, before applying racial increases. You can’t have a score lower than 7.

Ability Score Modification
Players can choose to take a lower point value above to gain feats. For each 7-point reduction your character gains one feat. The player can gain a maximum of two feats using this method. If they were to take the maximum, they have 26 points to build the character above. There is one caveat, you can not take a Feat at first level that has another Feat as a prerequisite. You can reserve one of these feats until you reach 4th level.
