You create a column of intense radioactivity in a 40-foot radius, 150-foot high cylinder centered on a point within range. Each creature in the area must make a Constitution saving throw. On a failed save, a target takes 8d6 radiant damage plus 8d6 necrotic damage and is blinded for 1 minute. On a successful save, it takes half as much damage and isn't blinded.
A target blinded by this spell makes another Constitution saving throw at the end of each of its turns. After three failed saves, the creature is permanently blinded and cannot be cured of this condition without the use of the Wish spell or the Greater Restoration spell cast at 9th level. After three successful saves, the target is no longer blinded.
