The file begins with an FBI investigation into allegations of weapon smuggling in Miami. The investigation ended without prosecution, but Delta Green surveillance of the company continued. Baughman uncovered financial ties between Ventaja and accounts mentioned on a World War II-era financial watch list called “ Unknown.” A raid on a Ventaja warehouse in San Juan, Puerto Rico, resulted in the recovery of something called “The Scheel Formula.” A manila folder with that title is empty.
