Barthe is the largest civilization that exists outside of the three Kingdoms. The city is located on an island, also called Barthe, in Beggar's Bay. Barthe is not part of the kingdoms, and does not have its own government system. Instead, the city operates off of a shared system of codes known as the Vagrant's Pact. Members of society who fail to uphold the pact are generally shunned, and in extreme cases, banished or executed.
Because Barthe does not abide by any strict laws and has no ruling body, many of its inhabitants have taken to otherwise illegal forms of trade. This also makes Barthe a popular destination for outlaws from the Kingdoms, or people seeking a new life.
