Telepathy: Deelow can communicate telepathically with any creature within 60 feet of it, provided the creature understands at least one language.

Amphibious: Deelow can breathe air and water.

Bite: Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) piercing damage.

Psychic Blast (Recharge 5-6): Deelow unleashes a focused blast of psychic energy. Each creature in a 30-foot cone must make a DC 14 Intelligence saving throw, taking 22 (4d10) psychic damage on a failed save, or half as much damage on a successful one.

Psychic Manipulation: As an action, Deelow can attempt to manipulate the mind of a single creature within 60 feet of it. The target must make a DC 14 Intelligence saving throw. On a failed save, the target is charmed by Deelow for 1 minute or until it takes damage. While charmed, the target is incapacitated and Deelow can telepathically communicate with it. The target can repeat the saving throw at the end of each of its turns, ending the effect on a success.

Legendary Resistance (1/Day): If Deelow fails a saving throw, it can choose to succeed instead.

Description: Deelow is an intelligent psionic dolphin who has spent her entire life confined within the prison walls of Nibenay. However, her lineage traces back to the Blue Age of Athas when her ancestors roamed the vast oceans and possessed a thriving underwater civilization. The remnants of that lost civilization rival anything that has ever existed on the surface.

With her heightened intelligence and psionic abilities, Deelow possesses a deep understanding of the world and its secrets. She communicates telepathically, able to bridge the gap between species and languages effortlessly. Her echolocation enables her to navigate and perceive her surroundings even in complete darkness.
