Dregs is a catchall term for Imperial Citizens who have slipped through the cracks in the system and found themselves living a miserable, downcast existence. They are often found in large numbers where populations are at their most dense and Imperial culture most cruel. Dregs make easy prey for press gangs, regimental musterings, and in many cases turn to crime to feed and clothe themselves. With little to lose, and the majority of Imperial society against them, Dregs are often desperate or bitter enough to undertake any menial tasks one can imagine, all in exchange for meagre payment. Yet despite their appearance, you should never underestimate a Dreg. Their lives are short and filled with pain, which turns many into hard individuals who won’t hesitate to pull a concealed knife or stub pistol on anyone who threatens the safety of them or their fellow Dregs.
