Triumvir Sandoval needed someone to handle securely ferrying cash across the city. To that end, she created a dominate-conditioned ghoul- she felt this was the best way to ensure the cash ferryman didn't decide to run off with the money. Because she has a sense of humor, she convinced the ghoul his name was Venmo as part of the conditioning process.
