A council, called the Unknown Ring, governs the city. The kings of the tribes of the Confederation and the high priests of the leading temples appoint the thirteen members of the council, each enjoying the status and privilege of a thane. The primary interests of the Jonstown Ring are the city economy and resolving disputes between the tribes; they are conservative, trying to maintain price balances for stable profits.
