Conservatives in the area place the blame on drugs and genetic weakness (it's the late 70s in the deep south.. even now it's racist af)
Liberals blame a lack of infrastructure to support the mentally impaired, either due to chemical imbalances or traumatic events in their lives. They believe that building up drug rehab centers, skill training schools, mental health labs, work centers, and other such locations would solve the homeless issue
