The Winter Isles are ruled by a family of Silver Dragons, a greatwyrm known as the Winter Queen and her four offspring. The heir lives with the Queen in Chillspire, the twins live in Crystal Lake and Shiverport. The youngest (and only daughter) lives at the Library in Crystal Lake. The Queen's distant cousin, a white dragon, lives in The Maw.
One twin has given permission for a Crimson Hawks guild hall to be established in Shiverport. It is the organisation's only base of operations in the Winter Isles.
