In the early 20th century, it became clear that dental fillings and metal shrapnel could receive intelligible radio signals. As the heyday of the Central Intelligence Agency (CIA) was nigh, the latter 20th century saw a ubiquitous rise of this technique by state agents to manage populations. The Radiopsychic Division [Rename] of the CIA was one of the earliest secret projects in the agency.
Any object with signal access to the central nervous system can be a receiver for an RPB. Metal objects were considered the best receiver, as they would retain their resonance with a signal while embedded in flesh, and could transmit it to neighboring tissues with reasonable fidelity.
The content of messages varied widely. In its early years, it was simple propaganda against Communism and the Soviet Union. Private use of RPB, as well as public dissemination of its existence, was explicitly banned by the United States Federal Government.
Later, it was used to fragment communities that seemed problematic to the existing social order. Many early Mass Shootingss were partly controlled via RPB.
