Gary (Culture) believes that there were once just two people. They lived in Gary (City-State) (which is the entire extent of the universe) and multiplied until their descendants learned language, which created divisions and turned people against each other. This was what created the things that divided humanity: race, creed, sexuality, individual opinions and thoughts, etc. 

This was a fall from grace. It was too late for people to un-learn language, the entire city runs on it! So the ethical mission given to all people of Gary is to un-learn language, think less abstractly, and agree. Agree. That's a common word there, but their word for it is "Gary."
