Elyse is an ex-soldier from Elysium, a Restorationist Alpha Fiefdom that is in the throes of post-imperial decadence and disarray.
History
The ruling caste of her homeworld had been mismanaging the place for a good while, leading to a dangerous insurgency. While it certainly hadn't originated in Gamma Sector, some of its members did participate. When the rulers finally quelled the uprising, they found that Gamma actually provided the most stubborn resistance. If you ask Elyse, it's because the rulers blatantly violated the very Fosterian_Exegesis they claimed to uphold - the conditioning of a Gamma was so complete that they could not tolerate a mismatch between sworn principles and errant leadership.
Elyse was on a mission to track down a rebel group, still suppressing doubts about her masters. She had been assigned a partner, Kairos, and the two fell in love during their journey. After killing or capturing the rebels, they caught wind of rumors that her homeworld's elites had decided to liquidate the entire Gamma population to start fresh. So they set the rebels free and mutinied.
Kairos was heartbroken by the betrayal and eventually wasted away from Avolitional Disorder (AD), refusing to eat or drink until he died. Elyse remains committed to restoring the empire she is sworn to. Since that's a tall order, she might just settle for revenge.

Reason behind Kairos' Death
Elyse can be convinced (truthfully) that the true reason for Kairos' death was her own desertion. If it had been her homeworld's hypocrisy, he might have recovered like she did. But seeing her betray her duty, even in the face of suicide, was too crushing a disappointment for him.
This throws Elyse into a suicidal depression. The player has a chance to intervene, but if they fail to do so, Elyse commits suicide by gun. If they help her through her crisis, she goes on living but remains pretty numb throughout the rest of the arc.
Opportunity for Revenge
Elyse wants to take a detour to visit Elysium to exact her revenge. As she's incredibly strong-willed, she is likely to take the opportunity whether the player wants to or not. She even manages to procure the means to do so, commandeering an escape pod with a fission bomb aboard and planning to exact suicidal revenge on her former masters.
The player has the opportunity to talk her down or encourage her.

Appearance
Very tall (~7 feet), heavily muscled/fit. Mediterranean coloring, relatively masculine bone structure but still attractive in a Xena/Lucy Lawless kind of way.
Straight bangs, some military unit tattoos. Fatigues/Jumpsuit & Tank top when casual, Power Armor when in action.
Personality
Very intimidating and not interested in anything romantic with anyone.
Elyse is stoic and can seem quite emotionless. Due to her new exile, she has had to develop a semblance of executive function, as much as can be allowed by her genetics, conditioning and lobotomy. She has a particular mental method for this, in a sense tricking herself into choosing courses of action. I'm thinking maybe she met a therapist who specialized in re-socializing homunculi who had escaped slavery.
Despite this, she is struggling with Avolitional Disorder (AD) for the first time in her life and is still learning how to direct herself. Life is much harder when you not only have to choose your path, but choose to get out of bed every day, when it was never your decision before. This and the recent death of her lover have given her depression to struggle with as well.
