The UN was already the extant international superstructure of ancient Earth.
During the war and its following reconstruction, the corps managed to indebt and infiltrate the member governments deeply enough that they had formed the superior layer in an interconnected web of powerful interests. The UN still exists as a body under it pro-forma, but has been stripped of any powers that might limit corp power in general.
