A largely residential district of hastily constructed buildings, the innermost sections of which were replaced with sturdier structures.
This is one of the poorer areas that is still regularly inhabited, and is generally in disrepair. It suffered less of the depopulation that other Districts did, as the residents of Ceres II had nothing to go back to.
