The Black Council, also known as the Coven, is comprised of powerful individuals & operates as a shadow organization that runs Cal' Haden. If a member isn't an extremely capable mage, they gained their position through other means. Many do not know exactly who is on the Black Council, but have very strong candidates for who should be.
