It is known to house one of the bigger underworld families, the Sanatae, which is mostly compiled of formerly top-trained Bellanese sailors, who still want to sail but have been cast out for their age, old-fashioned ways, or just because they did something illegal back home.
The city is made up of outcasts and unwanted people from all across the world, and it is hard to get into the good graces of the city, but once you're in, you're a part of the family as long as you play along.
