The Tortoise Clan magistrate for Slow Tide Harbor is a pouch-faced woman in her late thirties named Kasuga Mikota. She resides in a rather nice single-story dwelling, built in a rectangle around an interior garden. The front entrance leads into an office where at least one of the magistrate's yoriki can always be found.
