Each identifiable locality, not Proclaiver, has no less and no more than 7 Claivers. Each perform duties assigned in by allotment that is congruous with the duties of the council members. A Proclaiver when in control of more than one identifiable locality, has then control of every Claiver inside of that zone. Each Claiver has a sufficient amount of clout to have things done for the majority. Most Claivers, make a sufficient amount of money that they no longer need to worry about income. Each Claiver has under their authority 7 or 9 Naive Claivers.
