Na'Ka'Ve

Notable for being the largest Elven city never to be a part of Tir, Na'Ka'Ve is also noted for the severe corruption and high number of hate crimes due to the original population, being originally a small town that was totally swamped with Imperial citizens after becoming part of the Empire. As such the original Snow Elf population is now a tiny minority in a city they founded, and the local Trollish politicians seem completely intent on forcing them out entirely due to the influence of a Troll-supremacist hate group named the Imperial Watchmen. However, at the same time Na'Ka'Ve is also the home of a murderous vigilante calling herself the Grey Maiden who actively hunts down and brutally kills those with ties to racist groups or are known hate criminals and racists. As such, much of this time the poorer areas of the city (not that much of it is overly rich due to its isolation from the rest of the Empire) look like an absolute warzone.
