The United Uthani Empire is hardly united. Born from their conquests in the Blood War, the military feats of Uthan at the time were nothing short of spectacular, growing a hundredfold in size, and catapulting themselves into the position of a word power within a year, as opposed to the sluggish gains of The Holy Imperium of Moneeri, who just barely conquered The Yunnaiteddo Federation before beginning to skirmish with the emerging power of Uthan. Most commanders expected for the war with Moneeri to be over soon, their rapidly growing armies, superior equipment, and larger industrial base expected to triumph over Moneeri. And yet, it didn't. The war stagnated, for twenty years or more it raged on, claiming the lives of tens of thousands, leaving the hills and grasslands of western Falglor a bloody battlefield. Uthan is beginning to buckle under the weight and consequences of their rapid expansion, and their pointless war against Moneeri.
The Central Government
Officially the central government of the United Uthani Empire is headed by the Lord Protector, and backed by the Senate. In reality, the Lord Protector is a figurehead, while the different factions of the Senate run the Empire. While there are a few minor factions, they all have no seats in the Senate, and have continued to be blocked from power by the established major factions. While the Empire likes to masquerade as being 'democratic' and 'for the people', nearly all elections held to decide Senators in the government are rigged by the different factions in a cutthroat and brutal political setting.
The Senate has about 436 seats. Whoever is elected to a seat, gets a seat. There are no checks nor balances nor limits on how many seats one faction can have, or any allocated seats for the minority. The faction that controls the most seats controls the fate of the entire United Uthani Empire, for as long as they retain power, though their acts, bills and different means of exercising power are often curtailed by the opposing member factions, hindering the Senates total ability to accomplish tasks.
The typical turn between the falsified elections is about two years. There have been about thirteen-ish cycles in the Senate so far.
There are about three different political factions within the Senate, each of them equally as horrible. First is the Official Representative Body of the Blood Mages (ORBBM), who represent the interests of The Blood Mages. Given their deep-rooted influence in politics, as well as being the primary reason Uthan even rose to power, it is no wonder that they have their fair share of influence over the central government. While technically not directly tied to the Empire, and are officially a separate body from the Empire, it is in their best interests to control the affairs of the Empire.
The second major political faction in the Senate is the Old Nationalists, a party whose goal is to establish the power of the civilian government, free from the meddling of guilds or Blood Mages. Another prominent belief is that the different numerous territories controlled by Uthan should be used to enrich the homeland, funneling all the materials into the Efil Pass and the surrounding provinces. The Old Nationalists are also typically the most discriminatory of the three factions. The faction is comprised of politicians from before Uthan's rise to power, militarists, nationalists, and everything in-between.
The third major political faction in the Senate is the Gilded Confederation, a party comprised of magnates and different guilds coming together for the shared interest of profit, and using their combined assets to create a political faction that would ensure their interests were kept. The Gilded Confederation has only a few unifying factors, one being profit, and the other being that they don't wish for the Old Nationalists or the ORBBM coming to power, as they would no doubt see the Gilded Confederation as a threat to their authority, and would take steps to counteract them and their profits. When the Gilded Confederation does win a majority seat in the Senate, they typically pass laws and acts that decrease the checks the government has on independent companies, and often give themselves tax exemption.
These three different political factions vie for power in the Senate with ruthless abandon, each move, each word carefully evaluated. This leads to little actually being done by the Senate at times, especially during electoral seasons, and also gives way to cutthroat infighting, leaving themselves weak and exposed to whatever internal or external threats may arise. Any attempts to bring the Senate together is often seen as undermining power, meaning the Senate, the true power behind the United Uthani Empire, is nearly useless a lot of the time.
Territories
The United Uthani Empire is a vast nation, encompassing more territory than nearly any other nation to date, besides The Alammar Empire. To govern and rule over such a vast nation requires a certain degree of finesse. To solve this issue, the government decided to split up the nation into multiple provinces, each headed by a Provincial Viceroy with a smaller council sent to aid and advise the viceroy. The provinces are quite big, each one about half of a former nation. The borders of the different nations from before the Empire's time were taken, split up, and then repurposed into provinces, of which there are about seven of them, one of the provinces ruling over the territories of the now defunct Order.
In the case of law, it's mostly divided up with local magistrates and courts, going all the way up to provincial courts. There is no empire-wide court designed to uphold the rule of law throughout the empire, mostly because the Senate didn't want to share power with any other entity.
Military
The Uthani Combined Armed Forces suffer from a multitude of issues, despite being outwardly impressive. The Uthani Army and Navy are subject to extreme interservice rivalry, with consequences of this rivalry spreading to even the Senate, with the two competing over how much funding they get from the central civilian government, even sometimes outwardly refusing to coordinate assaults or attacks due to general enmity between the two sides.
The Uthani Army is quite sizeable, having nearly 400,000 total active troops in their employ, not including reserve/garrisoned soldiers. These soldiers are well equipped, supplied by the numerous forges, smithies, fletchers and other different companies that make up the military-industrial complex of the United Uthani Empire. The Empire has quite a sizable production base for its armed forces, wielding the full economic might provided by the numerous taxes collected throughout their vast territories. However, the army suffers from a few problems. For one, their soldiers aren't very disciplined, nor skilled, mostly conscripts given shiny equipment and the barest amount of training. They lack much of the things that make a soldier a soldier, usually only enlisting so that they can reap the benefits that come with being a soldier. Many of their troops are also mercenaries, an estimated amount of about 50,000 men. This is important, because mercenaries, despite perhaps being sometimes better than the average man at fighting, are also quick to break, and expensive to upkeep. While the latter issue is mitigated by the vast amounts of wealth controlled by the government, the former is still very much an issue.
The Uthani Navy is the second largest navy in the world, only coming behind the Eari Navy, who has had a monopoly over the sea and The Southern Ocean for centuries. Comprised of top of the line galleons, frigates, and numerous other ships outfitted with top of the line cannons, it seems only inevitable that the Uthani Navy will surpass the Eari in terms of naval power in only a few years, far ahead of the pitiful excuse of a sea force that Moneeri has. However, there are a few discrepancies for this. Number one is that the navy is not very skilled. While most of their admirals and officers have passed their schools and done their work, there's a difference between excelling in an academy and actually succeeding on the front lines. While the army fights every day in the Falglorian front, the navy has done little, except maybe halt river advances by encroaching Moneerian forces with river barges, sometimes bombarding Moneeri ground troops. With the strong coastal defences of the Moneeri homeland, it was deemed to risky and expensive a cost for the navy or the army to attempt to invade, so the navy spends most of their time sitting around in docks, waiting for the next big thing to happen, leading to sailors and seamen getting drunk, fat, and nowhere near combat ready while officers and higher ups get rusty.
But if there's one thing the Uthani Navy and Army can agree upon, it's that The Blood Mages suck. Being a paramilitary and independent organization officially completely separate from the United Uthani Empire, it is deeply integrated with the nation and controls many of the affairs that take place within the borders of the empire. While they do command a significant amount of political power and influence, they are pretty much universally despised because of their pompous attitudes, and their general disregard for anyone who is not part of their organization. The Blood Mages have also replaced worship of all other gods with worship of Yzthergim, which does not sit well with most people. They are outside of the general power pyramid that makes up the United Uthani Empire, but influence all levels with threats, which doesn't help with their reputation. They can be found everywhere, from fighting in the Falglorian theatre, to the far northern outskirts of the former Republic of Valdar. Despite this, they are usually focused in the capital of the empire, in Uthan.
