Arthur Moore is an interesting case. Everyone is certain he is a soldier, the Empire's meticulous records even list him as one. What they do not list however, is where and when he served. But one can tell he served, there is no mistaking that. And he has served for quite a long time.
He is polite, and friendly, and will offer consultations on the Mysteries of Strife, Struggle, and Change for a small fee. He also needs something- the Bloody Cup have a painting. A testament to an enemy of his patron. He wants it destroyed. He's willing to pay in hidden things, and hidden words.
