Almost exclusively born to elven families. Since dragons are most likely to disguise themselves as elves, their blood is most likely to run in elven veins. It's considered mildly scandalous to have a dragonborn child, but doesn't result in any loss of status to the parents themselves (although it may generate gossip about the elders of the family). (Half-dragons are a different story.) They're generally seen as exotic and a bit romantic, despite being raised in exactly the same way as their elven peers and sharing their culture entirely.
