The Barnacle Court

The Barnacle Court is one of Goldcrest's strangest legal institutions. It has no official standing within the city's courts, yet its rulings are respected by dockworkers, smugglers, labourers, scavengers, river merchants, and even the occasional city magistrate. When the law is too slow, too expensive, or too uninterested to settle disputes among the city's forgotten people, they bring their grievances to the Barnacle Court.

The Court stands in Nightfall Verge, built against the immense outer wall of Castle Goldcrest where the fortress casts an almost permanent shadow across the district. Constructed from the broken hull of an old river barge and whatever timber, rope, iron, and salvaged materials could be found, it resembles a crooked shack more than a courthouse. Barnacles still cling stubbornly to its weathered planks, faded ship fittings have become part of its walls, and every fresh repair tells another story of survival. Though firmly rooted on land, the building still feels like a vessel that somehow drifted ashore and never left.

No guards stand watch. No taxes are collected. If you refuse the Court's judgement, nobody arrests you—but word travels quickly through Nightfall Verge and the waterfront alike. A person who ignores the Barnacle Court may find no labourer willing to work for them, no merchant prepared to trade, no ferryman willing to carry them, and no neighbour eager to come to their aid. In the shadow of the castle, reputation is often worth far more than the law itself.
