Tover is the God of Magic. Tover was the first God created by Bouwen, and was responsible for "taming" the wild and chaotic magic of the Abyss into a form usable by Bouwen for his creation of El-Bayir. Followers of Tover must invariably practice magic. Tover's followers believe in the proliferation of magic. Many followers of Tover become teachers at magic schools. Some followers become researchers into the nature of magic itself, using their vast knowledge to learn the inner workings of magic and even create spells. Followers of Tover are expected to gain mastery of some form of magic. Tover is the creator of dreams, and commonly resides within the dreams of Mankind.

As the God of Dreams, it is often Tover who accompanies recently dead souls to Mo'aht and the shores of the River Masir.
