The Siaatian Empire was an absolute monarchy consisting largely of dragoborn and lizardfolk located in the Great Draconic Swamp of northwestern Yekare. It was a tyrannical and totalitarian land known for its harsh laws and harsher punishments.
Siaat was a crumbling empire even before the Pelegonic Conquest. The overbearing laws of the Emperors had led many nobles and common folk to grow increasingly discontent with rule from Rathorne. Many nobles flocked to the Shah’s side when he invaded the swamplands, and they were greatly rewarded for doing so. The Emperor's own sister, Upha'al, a leading voice for reform, made an uneasy truce with Pelegon I as he invaded her brother's lands. Following the invasion, she was made head of House Jorath and became the first Red Queen.
