Cloudband is the capital city of Cloudhold and the largest city in Kolram.
Fifth Age
Following the death of Count Rostoff, Cloudband was governed by Rihiri of Deadhill and the Order of Zot, who did much to alleviate the city's ills.
Cloudband was incorporated into Kolram following the state's refoundation and grew to be the Empire's largest city.
Fourth Age
Cloudband is a city-state in the River Kingdoms. It ruled by the dictatorial and cunning Dominic Rostoff. It is one of the more stable realms in the River Kingdoms.

Rihiri of Deadhill : Tiefling ; The Priest of the Temple of Zot, wants to overthrow the Duke and will probably try to help the party
