The Kardunashi Council is the legislative and governing body of Kardunash. The Council is comprised of Kardunash's fifteen noble houses. Each house sends one Archon to the Council, usually the head of the family. The Archons hold their positions for life and at the pleasure of the noble house they represent. The Archons elect the head of state, called the Pharon, from amongst themselves, for a lifetime term. As a means of preventing one family from dominating the republic, the Kardunashi Charter dictates that two other Pharons must serve before a noble house is eligible to take the Pharonic Throne. Additionally, while they have representation on the Council, the Archons of the Order of Zot and Strixhaven are forbidden from being Pharons.
The Council is one of the oldest institutions in the Republic and dates back to the ancient Kardunashi Kingdom, where it originally served as an advisory body to the King and then the legislative body of the Kardunashi Sea Empire.
Government policy is passed through a majority vote of the Council, though only the Pharon is permitted to submit or propose legislation.
