Zhou De was a famous Xiao Unknown, scholar, philosopher, and theologian. Born to humble beginnings in the city of Wu Shu, Zhou De rose through the ranks of the Xiao scholar bureaucracy to become the Minister of Rites and Ceremonies (chief religious official of the Empire). He is most famous in the modern day for his writings on the nature of divinity, the Elohim, and other religious subjects.
