Shadow council opposes the Council of Eleven. Their motivation is that they are interested in a 'new way of running a kingdom'. Daquinasil is an example of this organization. Kaldor is angry with Daquinasil because of it, but they can't do anything about it right now due to geography and the Kath barbarians.
There is a Sava-Knor temple in Daquinasil that is a smaller, strange denomination. Eric Wesson may be there (our target).
