1. The Black Widow

Name: Sylthra Moonveil

Race: Elf (female)

Appearance: Small and delicate, with neat golden hair tied back in a braid. Even in filth, she arranges her rags into something resembling a gown. Her pale hands are constantly busy wiping down the bars or brushing dust from her straw bedding.

Personality: Polite, gracious, unnervingly calm. Speaks as if she were receiving guests in a noble salon.

Crime: Accused of poisoning five husbands — all wealthy, all dead within months of marrying her.

Quote: “Oh, forgive the mess. I do wish they’d let me have proper linens. Won’t you sit? I’d love to hear how you take your wine.”

Hook: Is she guilty, or a scapegoat? A noble family might pay the PCs to prove one way or another.

2. The Caged Beast

Name: Rukthar “The Mauler”

Race: Bugbear (male)

Appearance: Massive, slobbering, with matted fur and bloodshot eyes. His chains are reinforced with iron spikes, and the floor beneath him is gouged where he’s tried to rip free.

Personality: Animalistic, violent, short-tempered. Barely speaks, mostly growls and roars.

Crime: Went into a berserk rage in a tavern brawl, injuring dozens and nearly killing three guards before being subdued.

Quote: “Rrrrrgh… chains won’t… hold… forever…”

Hook: Some gangs whisper he was framed and drugged — freeing him could unleash a dangerous ally… or an uncontrollable menace.

3. The Outsider

Name: Tomas Veyrn

Race: Human (male)

Appearance: Lean, travel-worn, with unkempt black hair and a ragged traveler’s cloak. His eyes are wide and always scanning, as if he doesn’t quite recognize the world around him.

Personality: Nervous, insistent, desperate. Struggles to form sentences in Common, often lapsing into strange phrases in an unknown tongue.

Crime: The guards say he’s a con man, swindling investors with “otherworldly opportunities.” He insists he’s truly a traveler from another Realm, unjustly imprisoned.

Quote: “No lies! I come from… beyond the veil! Your world… not mine! I must go back!”

Hook: If he’s telling the truth, helping him might open a planar adventure. If not, he’s just a very good liar.

4. The Siren of the Cells

Name: Valessia Duskwhisper

Race: Half-elf (female)

Appearance: Strikingly beautiful, with raven hair, soft green eyes, and an alluring smile. She sits in her cell like it’s a boudoir, casually brushing her hair or lounging against the bars.

Personality: Flirtatious, confident, manipulative. Treats imprisonment as a temporary inconvenience.

Crime: A “regular” in the cells, though no one dares say what for. Guards blush when asked, and she insists it’s all a game. Always out by nightfall.

Quote: “Oh, darling, don’t look so serious. By evening I’ll be sipping wine at the Dragon Tavern. Perhaps you’ll join me?”

Hook: Valessia clearly has powerful protectors on the outside. Who keeps pulling strings to get her released?

5. The Forbidden Summoner

Name: Eldric Wane

Race: Human (male, elderly)

Appearance: Thin and hunched, with long white hair and a beard that’s more tangles than strands. His eyes burn with feverish intensity, and strange rune-scars twist across his forearms.

Personality: Bitter, muttering, half-mad. Still brilliant when lucid, obsessed with his “great work.”

Crime: Attempted to summon a fiend from Avernus. Stopped just before the creature fully manifested. Serving life imprisonment.

Quote: “One more verse… one more sigil, and the world would have bent the knee! You fools cut me short — and for that, the city will burn when another succeeds.”

Hook: His cell may still be warded against infernal magic. If the wards falter — or if someone helps him — a true disaster could follow.
