- Establishment of Zones
- There shall be seven zones in the Delta Aquarii Nebula: Human Space, Lashunta Space, Ysoki Space, Vesk Space, Kasatha Space, Shirren Space, and the Dead Zone.
- The naming of these zones are primarily as a result of initial settlement of a people; they are not to be used as barriers for entry for other species.
- Nebular Citizenship
- A person is a Citizen of Delta Aquarii if they were born in the nebula, are currently settled in the nebula at the moment of these Accords taking effect, or have lived a total of five years in one settlement and have applied for citizenship.
- A Citizen who commits a local crime in a zone is a criminal in that Zone only. A Zone has the right to refuse extradition, and no bounty hunting may occur across Zone borders. A Citizen who commits a Nebular Felony is a Felon across all Zones and is subject to any and all forms of justice.
- Each Citizen is given a 'Chit' that contains basic identifying information and credit balance. While debit chits' (containing small amounts of credit for the purpose of trade and transfer) security is limited and defined by the banking corporation that deals them, Citizen chits are protected by law from hacking.
- A Citizen is guaranteed free travel between Zones.
- A Citizen cannot be sentenced to Death in any Zone.
- Slavery is illegal in all Zones.
- Citizens have the right to request asylum to another Zone.
- Zone Autonomy
- A Zone is free to have its own laws that do not contradict the Accords. A Zone does not have to be united, but all planets and settlements within a Zone must still follow the Accords.
- Each Zone may select one to five diplomats to attend Accord meetings.
- A Zone has the right to refuse asylum to a Citizen.
- A Zone has the right to assign Criminal status to a Citizen who commits a crime in another Zone.
- A Zone has the right to assemble its own military force, so long as a portion is under the control of the Accords.
- A Zone may establish a tax to fly through their space, so long as it is publicly announced with advanced notice.
- Crime & Justice
- Nebular Felons are not classified as Citizens
- Murdering a diplomat or recognized leader of a Zone is a Nebular Felony
- Assembling an army and engaging it against Accord forces is a Nebular Felony
- Attacking Accord Embassies is a Nebular Felony
- Accruing bounties exceeding 1 million credits total across all Zones is a Nebular Felony
- Stealing a ship with a net worth of over 1 million credits is a Nebular Felony
- Felons that evade capture have no rights. Felons that surrender or turn themselves in are granted a right to trial at the nearest Accord Embassy. Sentences for Felons have no limits.
- Travel and Trade
- Merchant and cargo ships are free to fly through Zones. They may not be taxed twice in the same Zone without having first crossed to another Zone.
- Private Citizen ships are free to fly through Zones. They may not be taxed twice in the same Zone without having first crossed to another Zone.
- Ships carrying contraband against local law are protected from harm for a length of 5 AU from the border but may be escorted back to the Zone they came from with a warning per type of contraband. That ship is no longer protected if trying to smuggle the same type of contraband again.
- Discoveries and Settlement
- A celestial body discovered within a Zone belongs to that Zone
- Discoveries made along borders belong to the Accord to then be assigned to a Zone
- A Zone can settle any body it discovers, but the above two laws take priority. A settlement is free to be abandoned and escorted elsewhere if it is assigned a Zone they would otherwise not agree to.
- A settled body must be reported to the Accord within five Nebular years
- Warfare
- War may not be declared by any Zone
- Secession from the Accords may result in retaliation by the remaining Accord members
- If a planet attempts to secede from the Accords on its own, the Zone it is in is not held responsible but is expected to participate in dealing with it
- Raising an unreported army is considered treasonous and subject to retaliation by the Accord.
