Victor was the fifth and only successful creation of a paranoid Hollywood writer. Unfortunately, the only beasties truly "out to get him" were his own failed creations. The brilliant but troubled artist eventually succumbed to his own madness as the west coast collapsed, leaving Victor to hunt down and eliminate the lingering Pandorans. He may have been a little too good at the job, for it caught the notice of the Knights of Accord.
