Whenever someone is down on their luck, in need of protection, or in need of just a small loan, few are as "trustworthy" as the man known as the Minter. His official origins and true name are unknown, only his massive amounts of wealth and underbelly power. His accent is noticeably Sadahn, though he claims no loyalty to his homeland or anywhere else. He has expressed a neutral opinion to the war, though that doesn't mean he isn't involved in some sort of way. The Alliance suspects he plays for both sides depending on who pays the most for a particular job, but they know it's better to deal with him amicably and have some support than to sever ties and know nothing of his dealings.
