Moxena, otherwise known as The Lady of Coins, is the leader of the Cult of the Snake, a criminal gang in Mytros.
She has previously had dealings with Alke, where the gang swore an oath not to knowingly hurt any Aresian delegations in Mytros, and vice-versa. This oath was nullified by Alke's death; and then again by Moxena herself after the heroes began poking around trying to find out more about her.
The Lady of Coins, and the cult, have claimed responsibility for the attack on the Minotaur Market, even though the crime was committed by the Oracle's Chosen. After they infiltrated the organisation's hideout, the heroes bargained with Moxena for her life; resulting in her swearing a year-long Oath of Service to them.
Left to her own devices, Moxena seems to have a penchant for trouble: during the Great Games she petrified Erebeth and framed Taran Neurdagon, the later of which is still unknown to most of the group.
Originally Amazonian, Moxena was the leader of the Rangers of Themis around 30 years ago.
Unhappy with the Amazonian Queen at the time, Queen Thesilea V, she and her two sisters decided they would stage a coup to take over the island nation.
This was successful but, unbeknownst to Moxena, the power behind the coup came from Lutheria, who then turned all three sisters into medusae when the deed was done. The sisters then betrayed Moxena, taking both her army and the throne, as Queen Thesilea VI for themselves.
As a result, many of the Amazons are now also worshippers of Lutheria; though most of the Amazons are none the wiser that the sisters are medusae under the helm of the Queen of the Amazons.
After the attempt on Moxena's life, she managed to escape, coming to Mytros around a decade ago. Realising that she needed an army and loyalty, not just coin, to buy mercenaries, she set up the Cult of the Snake in the city to take property from those who do not deserve them and bring together loyal followers.
For the last three years she has had an agreement to deliver three statues of petrified artists (musicians/poets/songwriters/bards) a month to Hexia on her island in exchange for the elf's support in invading Themis further down the line.
