The Triumvirate are the head of the Celestial Bureaucracy, the spirits who exist in and are caretakers and sometimes the enforcers of the celestial order.
The Triumvirate are the executors of the Laws of Order. There is much debate of where Order comes from. Some Sects of the church believe that order is a set of laws that are obeyed and enforced, while others believe that like gears in a great clockwork, order is something that is and despite all the efforts of chaos, the order of the universe in inevitable.
The Triumvirate rarely acts on the petitions from the peoples of the world, and many petitions that are heard are actually taken care of by the Celestial Bureaucracy.
However, the Triumvirate did act in the matter of Pazuzeus. Each of the Triumvirate admonished the careless wind spirit to cease destroying the works of nature, the people, and the cosmos itself, and with the help of the peoples of the world, bound Pazuzeus so it would no longer destroy the works of the spirits and the living.
