Civilian Contact with Anomalies and Cryptids

Anomalies and cryptids are usually incredibly dangerous. The civilian population is almost alays the first to bear the brunt of an attack. Even though most Oceanykans are usually armed to the teeth, large casualties can be expected, due to the deadliness and unfamiliarity of these phenomena. More important is the cultural contamination that these create, fomenting mass panic in the affected area until the anomaly is dealt with. Civilians do offer an excellent first line of defense and are usually the first responders, charging in guns blazing when they perceive an existential danger to their families and communities.
