Doctrine of Decentralised Air Operations

When not in decisive action, or against a larger enemy, small and well-trained groups of combat aviators can still inflict continuous losses against the enemy, depriving them of a moment to organise their forces. Air interception patrols, ground-strike raids, standoff attacks, etc. can, if well-organised, have a disproportionate impact on a war effort. Because of the expenses related to maintaining an actual air fleet, most Oceanykan substates choose to engage in this type of warfare.
