Control of the seas is of extreme importance for naval societies and states; it is the primary avenue of trade and, in wartime, of resupply. The most direct way to deny the enemy the use of the seas is to destroy their combat fleet by massing one's own naval assets; be it in an armada, a flotilla, or in the contemporary era, in a Carrier Strike Group. However, capital ships are extremely expensive and hard to replace, so the massing of naval assets should only be done under extremely well-planned circumstances, with minimal risk of catastrophic defeat. This is also something only better-off substates of the Oceanykan Federation can afford, as the common band of pirates can hardly afford a battleship.
