With unsustainable Russo-Romanian losses in the Eastern Front, and little material support coming from western Europe, the Russians were forced to consolidate a defensive line further into the Empire's territory. Sensing weakness in the eastern Entente forces, the Deutsches Heer transfered a large number of units towards this theatre, hoping to achieve a final victory. The Russian Empire came under siege from a combined German-Austro-Hungarian-Ottoman-Bulgarian force, and only held thanks to the emergency industrial programs enacted after the Russo-Japanese War of 1904.
