The date was November 2nd, 1961. Alan Redfort's enemies had all been driven into submission, exile or death. One day prior he had been elected as President of the Oceanykan Federation. His rivals in the Council and across the continent had been powerless to stop the Revolution. In his hands was a rotten, dysfunctional state, little more than a puppet for the Federation's power players to string around. That very same morning he stood upon the Oceanykan Council's daily session and proclaimed one of the most famous speeches in Oceanykan history; "on a New Theory of State". In it he reaffirmed the most immediate objectives of his new government.
- First of all, an immediate review, auditing and purge of all ministerial departments and government agencies, known as the 1961 Federal Audit. This would allow Redfort to assess the state of the State.
- Creating new ministerial departments and subordinate agencies, as well as the autonomisation of the Federal Bank and the High Court, whose previous leadership was picked from the Council's members.
- Reformation of the Federal Army into a new Oceanykan People's Army, professionalised and modernised as per contemporary theories of warfare, oriented towards national defence in total or limited conflicts.
- Abolition of the Fleet Levy, and creation of a new Red Navy as a second armed force. Both would be unified as the Armed Forces of the Oceanykan Federation, and share a joint general staff.
- Instituting new taxes and alternative income sources of income, by federalising previous sources of "shadow funds" such as the Labour Facilities and C3 Exports.
- Reforming the Australian Workers' Union as a nationwide commercial, legal and political federation of trade unions, syndicates and worker cooperatives, promoting their growth.
- Expansion of civil rights by formalising aspects of the Oceanykan Constitution's Penal Code and zealously prosecuting members of the Council and Government for constitutional crimes.
The speech ended with the following statement.
"Throughout the history of our brave and freedom-loving nation we have been enslaved. First by petty lords, then by the British Empire, and now by the powerlessness of this rotten government of which you, and I, are all a part of. Let it be known far and wide: I am a Federal Socialist! I am here to grant the people liberty! But it will not be through acts of mass violence, nor by blind ideological zealotry, nor by confronting the objects of Marxist analysis. I will emancipate the Oceanykan proletariat, and also its bourgeoise, and also its clergy, and the teachers, and the doctors, through the most powerful tool which mankind has created to better its collective life: government! Good, effective, efficient and transpartent government! The most radical act of my administration shall be the creation of a New State, one that's actually worth more than a singular fuck, gentlemen."
