Chalantion

Outer Barony

This seaside fortress city began as a minor kingdom that was eventually folded into The Reign of Eld. They are loyal subjects of the crown, but have retained a unique cultural character. A dwindling number of Crags still speak the old tongue of their forebears.

Crags also, rather distressingly, pride themselves on a readiness to violence that borders on madness. Any insult, any lapse of judgment, any point of contention may be a pretext for fisticuffs. The saving grace of this is that once the strokes are made, the matter is closed and no ill will remains. They could knock you down and then buy you a pint as if it was merely a conversational aside. Notably, they consider it the height of dishonor to bear any grudges. Best to settle matters at once, they say.

Despite the rampant brawling, murder is in fact a fairly uncommon event. But there are a lot of suicides. Walking in the night-time alleyways of The Shades is suicide. Drinking too much at The Brig Taphouse is suicide. Snubbing a Whitlock is often suicidal behavior. You could commit suicide very easily here, if you aren't careful.
 
Uniquely among all the baronies, Chalantion runs a citizen militia for the defense of the city. The strongest member of each family, be it father, son, or daughter must own and maintain a sword, shield, and armor - and drill thrice a year at the castle. Failures to comply typically involves banishment of the entire family to outside the castle walls for a number of years, usually with forfeiture of any property. As such, a number of wealthy but reluctant families live outside the walls in Loxley or Westgate.

Castle Coulburn serves as a great store of food and water, with massive subterranean cisterns and stores of dry provisions. It contains the High Admiralty Court, which adjudicates the realm's maritime matters. House Whitlock is eminent in their barony, with close familial ties in naval high command, as well as a family-run shipwright monopoly. When the Royal Flotilla sets sail, their house prospers. 

Military Presence - The Royal Flotilla

The Royal Flotilla relies heavily on carracks and pinnaces, with a heavy emphasis on grappling hooks and boarding tactics using half-armored close quarters infantry tactics. They are famous for their discipline while fighting intoxicated. The full fleet contains 120 vessels. They have a highly formal chain of command and a "bloody code" of draconian punishments for almost any infringement. The officers favor rapiers for dueling and symbols of leadership, while the troops prefer more definitive measures.

Most punishments in Chalantion revolve around stockades - public humiliation and vulnerability. A lot can happen in the stockades during daytime, but a night-time sentence is far more to be feared.

This is due to an ordnance passed by the baron against any slave ship ever making port here.
