Secure requires removing British Soldiers and putting someone rebel-aligned in charge of security, but doesn't require negotiating with the people who actually work there

Take Over requires doing the Secure thing and also the place is actually actively working for the rebellion

Neutral Objectives are ones which both factions are interested in and where conflict between the BAR and New Carthage may occur, particularly as tension increases

Both the BAR and New Carthage have enough resources and people to each handle two objectives on their own, so you need to decide which things you'll leave to them and which ones you'll handle on your own. You don't need to take out all of the listed Viscount Allies, but each one you remove now is one person you won't need to deal with when it's time to go for the Viscount's head.
