Governor Samuel Hops
Rotund, effeminate, corrupt, and genial Samuel Hopps has been failing to rule Skull River Bay for thirty years. While giving lip service to the continual pressure from the The Republic of Haven to "crack down" on Piracy , no one in Skull River Bay profits more from piracy then the Governor. The rates he charges to look the other way are reasonable, but he makes up for it in bulk.
While overall the The Inner Archipelago is less then overjoyed at their choice for Governor, Hopps always makes sure to keep a few of the The Merchant Houses of Haven on his side by offering them a piece of the pie and also an easy way to hire pirates to discomfort their rivals. In addition, the The Pirate Market serves an important economic niche for many of The Merchant Houses as a no-questions-asked marketplace for buying and selling questionable goods far from the eyes of any authority.
Somehow the Governor continues to navigate the political minefield and prosper while doing it.
