It’s a neighborhood that’s only partially escaped from the swamp. Havok is little more than a slum. The ground is damp and the roads unpaved. The houses are wooden, small and crammed with people. It’s inhabitants are poor and often desperate. Many who live in the swamps choose to live there but nobody chooses to live in Havok. Gangs openly deal drugs and addicts stagger around the muddy streets. Living with the threat that is Havok tends to push people to extremes, the gangs are operatically violent, the politics is radical, the poor are itching for a riot and the religion is bloodthirsty. Only the lamplighters go about their business unmolested as everyone in Havok knows they need as much light as they can get. The southern end nearst the swamp is known by locals as 'the slush'.
